The notice specifies that the on grid price of all coal-fired power generation shall be liberalized in an orderly manner. In principle, all coal-fired power generation will enter the power market, and the on grid price will be formed within the range of "benchmark price + fluctuation" through market transaction. At the same time, the price of electricity for residents and agriculture shall be kept stable.
The circular defines the general idea: in accordance with the overall requirements of "controlling the middle and liberalizing both ends" of power system reform, orderly liberalize the on grid electricity price of all coal-fired power generation, expand the fluctuation range of market transaction electricity price, promote industrial and commercial users to enter the market, cancel the catalogue sales electricity price of industry and commerce, and maintain the stability of electricity prices for residents, agriculture and public welfare undertakings, Give full play to the decisive role of the market in resource allocation, give better play to the role of the government, ensure safe and stable power supply, promote the optimization and upgrading of industrial structure, promote the construction of a new power system, and help achieve the goals of carbon peak and carbon neutralization.
The notice specifies that the on grid price of all coal-fired power generation shall be liberalized in an orderly manner. In principle, all coal-fired power generation will enter the power market, and the on grid price will be formed within the range of "benchmark price + fluctuation" through market transaction. The current benchmark price of coal-fired power generation will continue to be the linked benchmark formed by the prices of new energy power generation.
Expand the fluctuation range of market transaction electricity price. The floating range of transaction price in coal-fired power generation market will be expanded from the current floating range of no more than 10% up and no more than 15% down in principle to floating range of no more than 20% up and down in principle. The market transaction price of high energy consuming enterprises will not be limited by floating by 20%. The spot price of electricity is not limited by the above range.
Promote industrial and commercial users to enter the market. All localities should orderly promote all industrial and commercial users to enter the power market, purchase power according to the market price, and cancel the sales price of industrial and commercial catalogue. For users who have not yet entered the market, users of 10kV and above should all enter, and other users should also enter as soon as possible. For users who have not purchased electricity directly from the power market for the time being, the power grid enterprise shall purchase electricity as an agent. The agent power purchase price is mainly formed through on-site centralized bidding or competitive bidding. When selling electricity to the agent user for the first time, the user shall be notified at least one month in advance. For users who have participated in market transactions and changed to power grid enterprises to purchase electricity on behalf of other users, the price shall be 1.5 times of the power purchase price of power grid enterprises on behalf of other users. Local governments are encouraged to implement phased preferential policies for small and micro enterprises and individual industrial and commercial households.
Keep the price of electricity for residents and agriculture stable. Electricity for residents (including users of public welfare undertakings such as schools, social welfare institutions and community service centers implementing residential electricity price) and agriculture shall be guaranteed and supplied by power grid enterprises, and the current catalog sales electricity price policy shall be implemented. All localities should give priority to the use of low-cost power supply to ensure the power consumption of residents and agriculture.
The notice requires to comprehensively promote the construction of power market. Strengthen policy coordination to meet the needs of all industrial and commercial users to enter the power market, and further liberalize various power generation plans; Improve the power market system, accelerate the cultivation of qualified power sellers, enrich medium and long-term transaction varieties, accelerate the construction of power spot market, strengthen the construction of auxiliary service market, and explore the establishment of market-oriented capacity compensation mechanism.
Strengthen the connection with the TOU price policy. All localities should speed up the implementation of the time of use price policy, establish a peak price mechanism, and guide users to use electricity at different peaks, cut peaks and fill valleys. Where the spot power market is not operating, the connection between market transaction and time of use price policy shall be well done. If the power consumption curve is not declared in the market transaction contract and the peak valley ratio of market price is lower than the requirements of local time of use price policy, the power purchase price shall be implemented according to the peak valley period and floating ratio of local time of use price at the time of settlement.
Avoid unreasonable administrative intervention. All localities shall promote the construction of the power market in strict accordance with the relevant national policies and requirements, formulate and continuously improve the market transaction rules, set unreasonable thresholds for power users and power generation enterprises to enter the power market, organize special power transactions, and do not interfere with the reasonable fluctuation of the market transaction price within the specified range, so as to ensure the fairness, impartiality and Open. The national development and Reform Commission will further strengthen guidance with relevant departments to timely supervise and urge the rectification of local unreasonable administrative intervention by means of interview and notification.
Strengthen the supervision of coal power market. Local development and reform departments should pay close attention to the dynamics and price changes of coal and power markets, actively investigate and deal with the acts of price collusion, bid up prices, implementation of monopoly agreements, abuse of market dominant position, participation of power enterprises and trading institutions in special power transactions and settlement of electricity charges, as well as the abuse of administrative power by local governments Restrict market competition and other behaviors, publicly expose typical cases, and maintain good market order. Guide power generation enterprises, especially coal and electricity joint ventures, to comprehensively consider the operating benefits of upstream and downstream businesses, reasonably participate in power market quotation, and promote the reasonable formation of market transaction price.
